Why a winter service contract shifts liability.
Under §93 of Austria's Road Traffic Act, property owners or their managing agents are required to clear the adjoining pavement of snow and ice and grit it against black ice — usually by 6am on weekdays and 7am on Sundays and public holidays, then continuously as needed throughout the day. If a fall occurs due to neglect, the party responsible is generally liable.
